As part of this effort, the Office of Information Services is seeking an experienced Senior Technical Project Manager to lead the delivery of technology solutions and services that support OHA and the Oregon Department of Human Services. About the Role

As a Senior Technical Project Manager at OHA, you will provide leadership, project management, and technology expertise for a wide variety of complex IT projects. Your responsibilities will include leading decision-making processes for the analysis, design, development, testing, training, and implementation of technology solutions that achieve the long-term goals of OHA and the Department of Human Services.

Key Responsibilities

  • Lead and manage complex IT projects involving multiple stakeholders, vendors, and technologies.
  • Develop and execute project plans, resource allocation plans, and risk management plans.
  • Coordinate and facilitate project meetings, status updates, and stakeholder communications.
  • Analyze and resolve project issues, conflicts, and scope changes.
  • Ensure project deliverables meet quality, timeline, and budget requirements.
  • Collaborate with cross-functional teams, including technical and non-technical stakeholders.
  • Develop and maintain project documentation, including project plans, status reports, and lessons learned.
  • Manage and mitigate project risks, issues, and scope changes.
  • Ensure compliance with project management best practices and standard methodologies.

What We're Looking For

To be successful in this role, you will need to meet the minimum requirements outlined below:

Minimum Requirements

  • Seven (7) years of information systems experience in Technical Project Management.
  • OR an Associate's degree or higher in Computer Science, Information Technology, or related field, AND 5 years of information systems experience in Technical Project Management.
  • OR a Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in Technical Project Management.
  • OR a Master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in Technical Project Management.

Desired Attributes

  • Experience implementing IT Service Management platforms.
  • Experience managing large, complex, multi-million-dollar projects involving Commercial-Off-the-Shelf (COTS), Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS) solutions.
  • Oregon Project Management Certification (OPMC) and/or Project Management Professional (PMP) certification.
  • Experience using project management best practices and standard methodologies, such as PMI (PMBOK) and PRINCE 2.
  • Public sector project management experience and health/human services experience.
  • Experience managing projects using Waterfall, Agile, and hybrid methodologies.
  • Successful application of project management knowledge in ambiguous and unique circumstances.
  • Experience with Project Online, Azure DevOps (ADOS), and GitHub.
  • Superior communication and interpersonal soft skills.
  • Organizational change management experience.
  • Ability to recognize and anticipate emerging project risks, business priorities, and address those developments through risk mitigation, contingency plans, and communication strategies.

Compensation and Benefits

The monthly salary range for this position is $8,128 - $11,746. The salary will be determined via a Pay Equity Analysis. OHA offers a comprehensive benefits package, including medical, vision, and dental benefits, eleven (11) paid holidays, and generous vacation and sick leave policies.
