HR Consultant (Government Contracting Focus – SCA / Davis-Bacon)

We are actively seeking a dynamic and experienced HR Consultant to join our thriving HR Consulting team. This role is a fully remote position. We are particularly seeking candidates with a background in an HR Business Partner role, where you have acted as a trusted partner to leadership and employees, with a strong focus on employee relations. Preference will be given to candidates with experience supporting federal government contractors, including working knowledge of SCA (Service Contract Act), Davis-Bacon Act (DBA), prevailing wage compliance, and government contracting labor requirements.

Key Responsibilities

  • Develop, update, and communicate HR policies and procedures to ensure compliance within client organizations, addressing legislative changes and industry-specific requirements. This includes supporting clients in regulated environments such as government contracting, where policies may be impacted by SCA/DBA requirements, wage determinations, and federal labor compliance obligations.
  • Serve as the primary point of contact for clients, building and maintaining strong relationships. Understand client needs and provide tailored HR solutions and proactive advice, including HR guidance for federal contractor environments.
  • Leverage deep knowledge of HR best practices and regulations to help clients implement effective HR strategies and policies aligned with their organizational goals, including organizations operating under federal contract compliance requirements.
  • Provide expert guidance to resolve complex employee relations issues, fostering a positive and inclusive work environment. Act as a trusted advisor to leadership and employees, navigating sensitive matters with professionalism.
  • Lead and contribute to HR projects, including restructuring, performance management, talent acquisition, and employee engagement initiatives, ensuring successful outcomes.
  • Oversee payroll processes and collaborate with clients to administer competitive benefits packages, ensuring employee satisfaction and compliance. This includes supporting clients with:
  • Prevailing wage and fringe benefit compliance
  • SCA health & welfare benefit requirements
  • Davis-Bacon payroll considerations
  • Coordination with payroll providers on certified payroll, wage determinations, and labor category alignment (as applicable)
  • Depending on client size, oversee administrative HR duties to ensure smooth operations.

Qualifications

  • 7+ Years of General HR Experience
  • BA/BS in Human Resources or a related field is required, providing a strong academic foundation in HR principles.
  • PHR or SHRM-CP certification is preferred, showcasing commitment to professional development.
  • Demonstrated success across diverse HR functions, with expertise in employee relations, recruiting, payroll, benefits administration, and policy development.
  • HR Business Partner Experience
  • Proven ability to work closely with leadership and employees to address organizational needs, with a focus on employee relations and strategic HR initiatives.
  • Government Contracting HR Compliance Experience (Preferred)
  • Experience supporting organizations in the government contracting space, including familiarity with one or more of the following:
  • SCA (McNamara-O’Hara Service Contract Act)
  • Davis-Bacon Act
  • Prevailing wage requirements
  • Wage determinations and labor category mapping
  • Fringe benefit compliance (including health & welfare)
  • Working with payroll vendors on compliance-related payroll processes
  • Independent Work in a Fast-Paced Environment
  • Ability to operate autonomously and manage multiple priorities effectively in a dynamic environment.
  • Experience supporting multiple businesses or entities is a plus.
  • Previous experience working in a remote work setting is required; this position is fully remote/work from home.
  • Ability to work across all U.S. time zones to support our client base.

Compensation and Benefits

Salary Range: $60,000–$70,000 annually
