Independent EHR and Case Management System Evaluator

SUMMARY: The Independent EHR and Case Management System Evaluator is a temporary, project-based consulting role responsible for conducting an objective, field-grounded comparative evaluation of EHR and case management platforms for community-based organizations providing Medi-Cal services. The evaluator will work directly with CFCOC to design the comparative review methodology, gather and analyze platform data, conduct independent system demonstrations, and produce final findings and recommendations. SCOPE OF WORK: Platform Knowledge and Comparative Framework · Maintain current, working knowledge of EHR and case management platforms used by community-based organizations in health and human services settings, including but not limited to: Exym, SageSurfer, Apricot 360, ETO (Efforts to Outcomes), Pear Suite, TherapyNotes, SimplePractice, Office Ally, and others relevant to the California CalAIM/ECM landscape · Develop or apply a structured comparative framework covering: usability and user experience, interoperability and technical compatibility, implementation effort, customization requirements, affordability and total cost of ownership, operational fit and scalability, and CalOptima and HIPAA compliance considerations · Assess platforms based on evidence: technical documentation, system demonstrations, published pricing and Total Cost of Ownership (TCO) data, field experience, and input from CFCOC's evaluation survey data Independent System Review · Participate in system demonstrations arranged by CFCOC · Review platform documentation, usage statistics (de-identified as appropriate), and technical specifications provided by EHR and case management platform · Conduct comparable reviews of alternative platforms for benchmark purposes · Respond to EHR and case management platform review requests within 5 business days; participate in mid-pilot (Month 3) and final (Month 6) evaluation activities Cost-Benefit and Affordability Analysis · Analyze total cost of ownership across platforms, including subscription or licensing fees, implementation costs, data migration, training, customization, integration, and ongoing support · Evaluate pricing proposals submitted by EHR and case management platform against CFCOC's affordability benchmark (3 to 4 percent of annual program revenue) and the organizational budget profiles of participating CBOs · Produce comparative pricing summaries to support informed post-pilot decision-making by participating organizations Findings and Recommendations Report Deliverable due within 45 days before the end of the pilot period. The evaluator will produce a written Comparative Platform Assessment including: · Comparative analysis of relevant platforms across all evaluation domains · Cost-benefit summary by platform, benchmarked to participating organization budget profiles · Evidence-based recommendations regarding which platforms and use cases represent best fit for the CBO types participating in the pilot · Honest assessment of EHR and case management platform strengths, limitations, and unmet feature needs as observed during the pilot · Lessons learned applicable to CFCOC's future technology pilot and evaluation work Independence and Conflict of Interest Requirements This engagement requires strict independence. The evaluator must: · Have no financial relationship (current or within the past 24 months) with Any EHR and case management platform or any other platform vendor included in the comparative review · Disclose all potential conflicts of interest upfront, prior to engagement · Share methodology with CFCOC and all parties · Base findings on evidence, technical assessment, and field knowledge, not marketing materials · Not communicate with participating organizations about their evaluation survey responses or attempt to influence their feedback in any direction EDUCATION AND/OR EXPERIENCE: Education · Bachelor's degree required in a relevant field (information technology, health informatics, public health, social work, business, or related). Master's degree preferred. · Equivalent professional experience in lieu of formal education will be considered. Required Experience · Minimum 3 to 5 years of hands-on experience with multiple EHR and case management platforms, with demonstrated ability to assess and compare systems across functional domains · Direct working knowledge of platforms used in community health and social services settings, including at least three of the following: Exym, SageSurfer, Apricot 360, ETO (Efforts to Outcomes), Pear Suite, TherapyNotes, SimplePractice, Office Ally, or comparable systems · Experience conducting technology assessments, platform evaluations, or system selection processes in nonprofit, government, or community-based organization settings · Knowledge of HIPAA compliance requirements as they apply to EHR and case management platforms · Familiarity with Medi-Cal Managed Care, CalAIM, or ECM/Community Supports preferred but not required Knowledge, Skills, and Abilities · Current, field-grounded knowledge of the EHR and case management platform landscape relevant to community-based health and human services organizations · Strong analytical and technical writing skills; ability to synthesize multi-source data into clear, actionable findings · Ability to assess affordability and total cost of ownership across platforms using objective criteria · Comfort with percentage-based pricing models and nonprofit budget structures · Excellent communication skills; ability to present technical findings to non-technical audiences · Demonstrated commitment to objectivity and independence in evaluation contexts · Proficiency in Microsoft Office, including Word, Excel, and SharePoint COMPENSATION AND ENGAGEMENT TERMS This is a temporary, project-based independent contractor engagement. Compensation will be structured as a fixed-price contract or hourly consulting rate commensurate with experience. Budget is currently under development; finalized compensation terms will be communicated to candidates during the interview process. This position does not include employee benefits. The selected consultant will be responsible for their own business expenses and will be engaged as a 1099 independent contractor through CFCOC/OneOC in accordance with standard CFCOC independent contractor policies.
