Responsibilities

  • Critical infrastructure policy advisory services to our emergency management state and local clients
  • Serving as a subject matter expert and policy advisor on disaster infrastructure programs, advising sector leadership on complex federal funding policy and programmatic requirements
  • Managing internal project teams and advising state and local government clients on complex infrastructure recovery programs strategy and policy
  • Leveraging a deep understanding of the Federal Funding policy and regulatory requirements to advise applicants on eligibility and resolve compliance issues during project development
  • Oversee end-to-end grant delivery process for a portfolio of state and local applicants
  • Prepare scopes of work, cost estimates, and grant documentation supporting eligible infrastructure repair and replacement
  • Lead Business Development activities including proposal writing, pre-positioning, and pipeline development and planning.
  • Represent WSP at industry/trade association events and meetings.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Requirements

  • Bachelors Degree in Emergency Management, Public Administration, Business or equivalent.
  • 10+ years of experience working on Emergency Management Infrastructure Programs.
  • Experience with systems such as FEMA Grants Portal, FEMA GO, EMMIE, other grant software such as GMS, EM Grants.
  • Ability to obtain a FEMA badge, which requires US Citizenship.
  • Ability to technically write to grant funded RFPs and RFQs.
  • Prior hands-on experience related to supporting recovery and rebuild of infrastructure impacted by all types of natural and man-made disasters (hurricane, flood, tornado, fire, and winter storm), such as FEMA PA Category A-G projects.
  • High competency in executive and verbal written communication, including the ability to create nuanced/policy complex recommendation documents and present to high level stakeholders.
  • Experience managing projects of various sizes, including developing a project plan, managing a team, creating and managing project budgets, and presenting deliverables to a client.
  • Must have a current valid driver’s license and a clean driving record. Must successfully pass a Motor Vehicle Record (MVR) check.
  • Ability to mobilize within 24-48 hours, commit to extended assignments in remote locations and disaster conditions.
  • Proven success as a disaster infrastructure policy consultant at the federal, state, county, or local levels of government.
  • Proven skills in business development and client/partnership management.
  • In this role you must be competent and fully proficient at operating a computer, finding files, editing documents in adobe and word, working with Excel spreadsheets, ability to effectively interface with applications in web browsers, working knowledge of saving, renaming, editing, organizing files and moving between iPhone and PC seamlessly.
