TERMS OF REFERENCE Under the supervision of the Child Rights Monitoring Specialist and in close collaboration with the Director of the Strategic Planning Office at the Office of the Prime Minister and UNICEF management, the local consultant will: (a) provide technical expertise to support the update of the NDS Human Capital Development pillar, ensuring alignment with emerging priorities identified through the mid-term review process; and (b) support UNICEF Kosovo in mapping partners to strengthen child rights partnerships, including opportunities to leverage public and private financing for children, positioning UNICEF as a catalyst for broader investment in an upper-middle-income context. Work Experience: At least 7 years of previous professional experience in the field of programme design, strategy and policy development, monitoring and evaluation Knowledge/Expertise/Skills: Demonstrated ability and knowledge to develop policies, monitoring and evaluation frameworks Knowledge and previous experience in providing technical expertise to government partners, partnership building and resource mobilization Previous work experience with international organisations Knowledge of UN programming and previous working experience with UN will be an advantage Process management skills, including facilitation and communication with stakeholders Language Requirements: Excellent writing and oral communication skills in English Desirables: Previous experience in supporting national or sectoral strategy planning as well as partnership and resource mobilization strategies is an asset For every Child, you demonstrate...
