Job Title: Procurement Consultant Job Code: AZ 11428 Client: AHCCCS – Division of Business and Finance (DBF) Location: Phoenix, AZ (Remote – Local Candidates Only) Duration: 6 Months from Projected Start Date Position Overview AHCCCS Division of Business and Finance (DBF) is seeking an experienced Procurement Consultant to support grant-funded procurement and contracting activities. This role will serve as the primary procurement liaison for grant initiatives, ensuring compliance with procurement regulations, grant requirements, audit readiness, and risk mitigation strategies. This is a 100% remote position, however candidates must be local to Arizona and available for in-person interviews if requested.

Key Responsibilities

Manage all grant-funded procurements and contracts throughout the procurement lifecycle. Serve as the primary procurement point of contact for grant-funded initiatives. Attend planning, project management, and stakeholder meetings. Develop, issue, award, and manage solicitations including: Requests for Proposals (RFPs) Requests for Quotations (RFQs) Requests for Grant Applications (RFGAs) Task Orders Issue and manage Intergovernmental Service Agreements (ISAs) with: Governor’s Office Arizona Department of Health Services (ADHS) Arizona Department of Economic Security (ADES) Ensure procurement activities align with grant requirements and funding guidelines. Maintain procurement documentation to support compliance, audits, and reporting requirements. Identify and mitigate procurement and contract-related risks. Coordinate with program leadership, finance teams, and procurement leadership to support agency objectives. Ensure procurement strategies align with regulatory requirements and organizational goals. Required Skills 5+ years of Procurement experience. Experience with State Government or Public Sector Procurement preferred. Project Management experience. Grants and Grant Contracting experience. Experience managing procurement solicitations (RFPs, RFQs, RFGAs, Task Orders). Experience managing Intergovernmental Service Agreements (ISAs). Strong contract administration and vendor management skills. Strong documentation, audit readiness, and compliance management experience. Excellent communication, stakeholder management, and organizational skills.

State of Arizona procurement experience. Government contracting knowledge. Grant-funded program procurement experience. Risk management and audit support experience. Healthcare or public-sector procurement experience.
