Job Type: Regular Position Description RAND’s Technology and Security Policy Center (TASP) has an exciting opportunity for an Operations and Senior Project Manager who will direct the strategic operations of the center. TASP is at the forefront of analyzing the impact of high-consequence, dual-use technologies—such as artificial intelligence and biotechnology—on global competition and security... TASP is dedicated to developing policy and technological solutions to enhance the competitiveness and security of the United States, its allies and partners, and the world. TASP is seeking an Operations and Senior Project Manager to create and lead the execution of the operational strategy of the center. In the railroad of TASP, they will build, run and maintain the train tracks, cars and engines. Responsibilities will include: Strategic Operations Management: Lead the operational planning and execution of TASP’s strategic priorities, ensuring alignment with RAND’s broader goals. Coordinate with the TASP Center Director and Director of Analysis to streamline project execution and promote the center’s research areas. Portfolio Management: Collaborate with the division finance team to manage TASP’s budget, ensuring the efficient allocation of resources to support research and operational needs. Recruiting and Development: Coordinate the hiring and onboarding processes in collaboration with RAND Global Research Talent, the TASP fellowship coordinator, and the Pardee RAND Graduate School. Foster an inclusive environment that attracts, retains, and develops top talent. Communications and Outreach: Develop and execute an internal and external communications strategy in conjunction with RAND’s Communications and External Affairs department. Promote TASP’s research and fellowship program to enhance the center’s visibility and impact. Event and Workshop Management: Develop and execute TASP workshop and events strategy that supports TASP’s research and policy objectives, working closely with RAND facilities and support personnel. Cross-functional Collaboration: Serve as a liaison to represent TASP’s project opportunities across RAND, facilitating collaboration with researchers and functional staff in the US, UK, EU, and Australia. Contract and Proposal Management: Collaborate with division operations, RAND legal, contracting, procurement, and proposal teams to manage and execute agreements and proposals.

Qualifications

Demonstrated ability to work with and create teams including both junior and senior members. Demonstrated ability to navigate complex organizational structures. Exceptional problem-solving skills and the ability to identify and implement strategic operational improvements. Strong leadership qualities, including a commitment to diversity, equity, and inclusion, with the ability to develop diverse teams and foster an inclusive work environment. Excellent communication skills and the ability to engage effectively with a wide range of stakeholders. Education Minimum: Bachelor's degree; Master's degree preferred. A Project Management Professional (PMP) Certification can substitute for a Bachelor’s degree. Experience 8 years minimum, 10 years preferred. A relevant Master's degree can count for 2 years of relevant experience. Clearance Eligibility for a Top-Secret clearance is preferred. Salary range Project Manager III: $100,100 - $152,400 Project Manager IV: $117,700 - $179,700 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken). In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off and more. Location Washington DC (preferred), Pittsburgh, PA; Santa Monica, CA, or Boston, MA. While a hybrid/flex work arrangement is preferred, fully remote work may be considered within the United States.
